9:58:35 AM Belgrade City-County Planner Jason Karp Public Hearing and Decision on Preliminary Plat Approval for the Westlake Park Major Subdivision -Staff report, noting a suggested addition to condition #15 to read: The developer shall obtain written authorization from the Wylie Creek Estates homeowner's association for use of their fill site. Change condition #16 to read: East Hulbert Road shall be paved to County Standards from Love Lane to the west boundary of the subdivision. The developer shall pay $40,000 towards future upgrades to Hulbert Road. Mr. Karp also suggests adding the standard language regarding material changes to the preliminary plat, previously applied to prior subdivisions.

10:33:39 AM Belgrade City-County Planner Jason Karp Stated the following language for an additional condition suggested earlier by the Commission to read: A septic monitoring program shall be established including the provision for fees to provide for inspections by qualified personnel and requirements for having each septic system pumped every three years.

10:38:35 AM Commissioner Skinner Stated the following suggested change to condition #16 to read: East Hulbert Road shall be paved to the County standards from Love Lane to the west boundary of the subdivision. Developer shall pay $40,000 mitigation to the County for future upgrades to East Hulbert Road and waive right to seek a credit against the payment of required county road impact fees.

10:41:29 AM Commissioner Skinner I'll move to approve the Westlake Park Major Subdivision with staff presented conditions except for adding a covenant that we previously discussed regarding septic tank pumping, adding a covenant to require installation of fire sprinklers on lots 1 through 6, to add a sentence on condition #15 for the developer to get written authorization from Wylie Creek homeowner's association to use their fill site, and for the addition of condition #20, which would read be our review our standard language for material changes and the changes that I read into the record previously on condition #16.
